Release Notes - OnePacs Gateway 3.0

OnePacs Gateway version 3.0 will be released on 3/16/2020. Release notes are as follows:

Supported Microsoft Windows operating system versions now include:
- Windows 10
- WIndows Server 2016
- Windows Server 2019
32-bit operating systems are no longer supported
The included version of PostgreSQL database server has been upgraded to 12.2. This is now a 64-bit application.
A Cloud Modality Worklist (cMWL) feature was added (details to follow)
Minor Improvements prior study retrieval

NOTE: The 3.0 version of the OnePacs Gateway will install in the C:\Program Files\OnePacs directory, by default (this is now configurable).
