Gateway slow

When trying to manually push old exams from Gateway to OnePacs it is taking 5-10 minutes. Exams coming from the modalities to the Gateway and up to OnePACS seem to come right through.....doesn't make any sense to me why this might be happening. I have had IT look at every possible angle, rebooted etc. Just can not find a pattern or why this may be happening.
