Unable to change user parameters

Hello I am trying to add a new facility to all my users (GWLOGRO) in order everybody can access it, but system give me the message "unable to update user account. An error ocurred"
I tried then to make other changes and I can't.
My user is hilario, and generally I do all the changes from this account.

Really I checked that I can't make anychange on any user created before.
And if you are so kind, please assign this new facility to all the radiologist (view & report)
