We have been troubleshooting a situation where all the techs at Su Clinica facilities (Harlingen, Brownsville, and Raymondville) cannot send email to certain radiologists, the radiologists' name does not appear in the list as a recipient. I realized that the only radiologist they can send email to is Dr. Oneto that has admin rights. I then unchecked the "Can be managed by the facility admin" and now they have access to all radiologists.
Does anyone know if this Is by design?

This is done by design. A user that can be managed by a facility admin may message the facility admin(s) and optionally other users within that facility that are managed by a facility admin.

The radiologists work across all facilities and should be visible by all techs. These communications are intended to address various issues regarding a study or a patient.

You may want to try granting the "Send/receive messages to/from general users" permission to these users. This will expand the users that they have permission to message.

Everyone in all three Su Clinica sites has "Send/receive messages to/from general users" permission. If we place the user under local management then they do not see any of the radiologists unless the radiologists have administrator rights. When we remove the rights to be managed by local managers/admins then they can see all radiologists. I thought it was odd since the users within a certain facility may have to work with a number of radiologists where almost all of them do not have admin rights.

That is what we do in preparation for submitting a study to the radiologists but, there are other types of communications regarding the accuracy of the reading or other matters that happen after the study is read.
We may have many facilities handle their own user management and yet their studies must be read by radiologists who are not dedicated to the facility and therefore must be visible to all users across all facilities. In my opinion this is more of a bug and feature since we now must manage all techs in all facilities. Furthermore, the referring physicians sometimes communicate with the radiologist via messaging if they disagree with the reading. I think we must assume the management of all referring physician accounts as well.
