At the office it was averaging 53-64 mbps and at home averaging 65-77 mbps. I have run it multiple times during the day to see if there were any discrepancies.

How is the speed when you download a study manually (right-click -> Download -> Download DICOM data)?

I was here until midnight with my IT personnel. Finally decided to go home because we could find nothing wrong with the speed or network. I came back in at 6:00 am and pulled up OnePACS and it worked fine. I have no idea what it was. Everything checked out on our network...random and super frustrating but working.

There was nothing aberrant in the OnePacs systems during the time period you describe.
It would seem either something at your facility, or a hop on the usual internet route between your facility and the OnePacs servers, was at fault.
An interesting thing to try when something like this happens is to set up a VPN connection, you could use commonly available software such as witopia. Anything to change the routing (if there is a bad hop between you and what appears to be the best route to OnePacs). Just set up a connection to a different city and see if that helps.
