DRAFT REPORTS -? Watermark

Hi,
Is it possible to get a diagonal watermark saying DRAFT REPORT when one is viewed or printed?

You can create a background image in a report template...

but I'm not aware of any way to make a background image only appear on draft reports other than using a separate template for drafts and then manually selecting the appropriate template when the report is finalized.
